When and Where should GTA V Take Place?

When and Where do you think GTAV should take place?

For me, my two preferences would be either Present Day Vice City or Liberty City in the 1930's....

i really wouldnt mind if they re-did some of the old cities, so you can find all kinds of easter eggs and everything, maybe work for some of the other characters from old games, remember in how many gta's you did work for phil. i mean, imagine vice city in an even better engine than GTA IV.
