Hill Valley, California -as portrayed in the movie- is a FICTIONAL town.

I don't know if there's an actual town called Hill Valley. There's a Mill Valley, I believe.

Besides, the name "Hill Valley" is oximoronic itself, so I don't think any city would really use it. It's like naming it "Eternal Instant", "Little Giant" or "Random Pattern".

Although there is no town of Hill Valley, there are lots of businesses that use the name. Judging by Google Earth, there is even an apartment complex in California called "Hill Valley Apts"
