How to access Personal Messenger inbox?

I was wondering how or where I can access my PM Inbox. The help file isn't specific enough for me. Can someone please explain how this works?

You should see on the top right section of the site a link that says "0 New Messages".

Also, PM's are only available once you get certain number of posts.
