You could have bikers driving around and parked bikes all around the parkinglot near the Biff Tannen Casino with Sammy Hagar's "I Can't Drive 55" playing and repeating every time you go near the parkinglot/casino.

Yea but you'd need a sh--t load of bikes and biker peds. In "BTTF : Pt. II The Novel" Dave (Marty's homeless brother) says that all the bikers are in town because of a biker convention going on at the Pleasure Palace.
