uh first i got a question where is that hover board in 0.2e????? maby there is not then sorry...

but where will it be at 0.2f ?

Both the Hoverboard and the 1955 Skateboard are indeed both in 0.2e. The Hoverboard replaced the Faggio, and the Skateboard replaced the Pizzaboy. Get a car spawner or simply go to places where the said vehicles are known to spawn in game.
